Victorias City Mayor Francis Frederick Palanca was elected as the new Boy Scouts of the Philippines Negros Occidental Council (BSP-NOC) Chairman during Council Executive Meeting at the BSP-NOC Office in Bacolod City last June 27.

Victorias City Holds Environment Week



                Victorias City holds celebration for environment with the theme, “Raise Your Voice Not the Sea Level” last June 23 – 27.
A week-long activity commenced with a Fun Run/Fun Walk for the Environment at 5:30 am and it was followed by an opening program at the Victorias City Public Plaza on June 23.
In the afternoon of the same day, a mural painting contest was then held at the Victorias City Resort.
The Lecture and Discussion on Environment Laws and Policies, participated in by different stakeholders of the City, took place at the Training Center while the Biodiversity Appreciation Symposium (Nature and Wildlife), Bird watching, Wildlife and Ecosystem Pictorials Exhibits was simultaneously held at Gawahon Ecological Park last June 24.
Last June 25, the Report on Victorias City’s Biodiversity Inventory by the Philippine Biodiversity Conservation Foundation, Inc. was done during the Regular Session of the City’s Sangguniang Panlungsod.
The River Clean-up and Urban Greening Activity along with the Malihaw River Clean-up was simultaneously held during the same day.
Meanwhile, last June 26, the Barangay Clean-up Activity in the different barangays of the City took place including.
  The Poster Making and Essay Writing Contest was also held at the Betty Bantug Benitez Auditorium.
To culminate the weeklong celebration on June 27, were activities such as the Tree-Planting and Biodiversity Orientation and Lecture at the Gawahon Ecological Park participated in by the different socio and civic organizations, members of the academe and the officials, heads and employees of the City.

PPO Successfully Accomplishes Activities for 2nd Quarter

A two-day VPA (Volunteer Probation Aide) Basic and Enhancement Training for newly recruited volunteers was conducted at the DOLE Building, Bacolod City last April 29-30. Didith Belicano of Brgy. XIX, Menchie Ba-at of Brgy. IX and Lolita Amion of Brgy. XIX-A, representatives of the Victorias City Parole and Probation Office, completed the training. The lectures were anchored on the VPA’s roles and basic learning on PD 968 known as the Adult Probation. During the second day, enhancement training on interviewing skills and team-building activities comprised the course.

May 2014
                Last May 20-23, 2014 the officer and staff of Victorias City PPO attended the 24th PPOLPI National Convention and 12th Training Institute at Plaza del Norte and Convention Center, Laoag City, Ilocos Norte. The four-day convention enabled the participants to learn new ideas during the training and explore the heritage village of Vigan, Ilocos Sur and amazing spots in Ilocos Norte.

June 2014
                Thirty clients attended the Closing Ritual of the Therapeutic Community Ladderized Program (TCLP) for probationers and pardonees was conducted at the Don Alejandro Acuña Yap Quiña Arts and Cultural Center last June 4. On June 16, closing program of the TCLP – Phase 1 and Phase 2 was held with the presence of Regional Director Charito Zamora of the Parole and Probation Administration Region 6. An inspiring message was delivered by Chief of Staff and Executive Assistant Dino Acuna on behalf of Mayor Francis Frederick Palanca, whose interpretation and words of wisdom from the TC’s Unwritten Philosophy really shed light to the clients.  Audie Malaga of the Barangay Affairs was also present during the activity. VPAs Edna Durana, Abdulio Dequit, Sherlita Manong, Lydia Hiavia, Roy Claveras, Lolita Amion, Sharon Amion, Annabelle Amion, Erly Braña, Rodelyn Silab and Cristina Beraye helped in the preparation and facilitated in the implementation of the program.

DSWD Important Advisory for Solo Parents

One of the services of the City Social Welfare and Development Office under the Family Welfare Program is the implementation of RA 8972 or the Solo Parent’s Welfare Act to provide benefits and privileges to solo parents and their children. It aims to develop a comprehensive package of social development and welfare services for solo parents and their children to be carried out by the Department of Social Welfare and Development (DSWD), as the lead agency, various government agencies like DOH, DECS, CHED, TESDA, DOLE, NHA and DILG and other related NGOs. RA 8972 was signed into law on November 7, 2000 and took effect on November 28, 2000. Its implementing rules and regulations (IRR) was approved in April 2002.
At present, the CSWD Office has ongoing schedules of orientation to the different barangays aimed at disseminating information about the law and register eligible solo parents. The purpose of registration is to gather baseline data which will provide a general picture of the solo parents’ situation in Victorias City, identifying their needs so that appropriate services can be planned out for their welfare in the future.
Under the law, the comprehensive package of programs/services for solo parents include: livelihood, self-employment and skills development, employment-related benefits, psychosocial, educational, health, and housing services. Solo Parent income that falls below the poverty threshold as set by the National Economic and Development Authority (NEDA) and subject to the assessment of the DSWD worker in the area shall be eligible for assistance. However, a solo parent whose income is above the poverty threshold shall enjoy only such limited benefits as flexible work schedule, seven days parental leave on top of the three-day special leave and other mandatory leave benefits. Parental leave refers to leave benefits granted to a solo parent to enable the said parent to perform parental duties and responsibilities where physical presence is required as provided under Civil Service Commission (CSC) Memorandum Circular No. 08, Series 2004.
Solo Parent is any individual who falls under any of the following categories:
1.       A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender, provided that mother keeps and raises the child.
2.       Parent left solo or alone with the responsibility of parenthood due to the following circumstances:
a.       Due to death of spouse.
b.      Spouse is detained or is serving sentence for a criminal conviction for at least 1 year.
c.       Physical or mental incapacity of spouse as certified by a public medical practitioner.
d.      Legal separation or de facto separation from spouse for at least one year, as long as he/she is entrusted with the custody of the children.
e.      Declaration of nullity or annulment of marriage as decreed by a court or by a church as long as he/she is entrusted with the custody of the children.
3.       Unmarried mother/father who has preferred to keep and rear the child instead of having other care for them or give them up to a welfare institution.
4.       Any other person who solely provides parental care and support to a child or children.
5.       Any family member who assumes the responsibility of head of family as a result of the death, abandonment, disappearance or prolonged absence of the parents or solo parent.
To register, a solo parent must have a child living with him/her, dependent for support, unmarried, unemployed, and below 18  years old, or above 18 but is incapable of self-support with physical/mental disability. An application form is available at the office of the CSWD with the following requirements such as Barangay Certificate of Residency/Solo Parent Status (establish source of living - for unemployed), Death Certificate of Spouse (Widow), Declaration of Nullity/Annulment of Marriage, Income Tax Return (ITR) – for employed, 2 pcs. 1x1 picture.
The Social Worker assigned has to complete the assessment/evaluation of the solo parent situation and ID will be issued after 30 days (maximum) for filing. The validity of the ID is one year and is renewable. A change in status with marriage or circumstances of the parent that is no longer left alone with the responsibility of parenthood can terminate the privilege of a solo parent.

Victorias City Kadalag-an Selected Dancers Wins Sulay Basya Street Dancing Competition in Iloilo



The Victorias City Kadalag-an Selected Dancers were declared as the champion in the recent Masskara sa Sulay Basya Street Dancing Competition (Open Category) in Sara, Iloilo last June 24 in commemoration of its annual patronal fiesta in honor of St. John the Baptist.
                The victorious group also bagged special awards namely Best in Choreography, Best in Performance and Best in Street Dance.
                The cash prize won by the champion was P60,000 and P5,000 for every special award.
There were 50 dancers and props men from barangays III, VI, XIII, XXI of Victorias City and their choreographer is  Edric Jimenez and the coordinator is Rey Galon.
The dancers received a financial assistance of P15,000 from Mayor Francis Frederick Palanca.
Other participating groups were from Bacolod City which was hailed as 1st Runner-up,  Silay City as 2nd Runner-up, Kabankalan City and Capiz.
