Victorias advances into a city of progress as it celebrates its 13th Charter Anniversary, Kadalag-an Festival 2011.

With the theme “Victorias…In Unity Towards Prosperity”, the event opened on March 15 and showcased a week of fun-filled activities until March 21 for Victoriahanons and guests.

The festivity opened with a bang as the city government officials and employees along with the various socio-civic and non-government organizations, business sectors, academe and transport groups promenade the city streets with a colorful grand parade.

During the first two days, March 16 and 17, the evenings were made special by the Little Miss Kadalag-an 2011 sponsored by the Kadalag-an Consumers’ Cooperative, a band concert, and the day after, it was followed by the Ms. DepEd and cultural presentation, sponsored by the Department of Education.

The Legislator’s Day was marked with a parade, different parlor games and the awarding and recognition of the Outstanding Victoriahanons followed by the Pre-Pageant Night of the Kadalag-an Queen 2011 on March 17.

The festival highlights were the Kadalag-an Queen 2011 pageant and coronation night ( March 18); Festival Costume Parade and Competition and mini concert with The Company and John Santos (March 19); mass wedding and Cong Albee Benitez’ Day (March 20); Inter-barangay Streedancing competition and Celebrity Night featuring Princess of ASAP Sessionista, Markki Stroem and K Brosas (March 21).

Meanwhile, a week-long invitational sports including women’s volleyball, street soccer, Drum and Bugle Competition and Taekwondo Tournament which were all named after Mayor Severo Palanca, also took place at the public plaza.

Victorias Bags Excel Awards For Social Services

The City of Victorias once again bagged the award for the Social Services Category given during the third Excellence in Local Governance Awards (EXCEL Awards) held at the Sugarland Hotel last Dec. 17.

EXCEL is an initiative of the Department Interior and Local Governance Region VI and it recognizes the Local Government Units for their commendable accomplishments and outstanding performance in local legislation, administrative governance, social services, economic development and environmental management.

The City’s Social Services sectors who received the Plaque of Recognition were the City Health, Housing, DSWD, BFP, PNP, Parole, BJMP, DSWD, DepEd District I & II.

Special citations were also given to the City’s DILG, FSCAP (Ret. Col. Jose Agpangan) and Catholic Women’s League & Kaayong Lawas Foundation, Inc. for its invaluable support to the various activities in the 2010 EXCEL Awards.

Meanwhile the City’s CPDO was also awarded for its superior performance as over-all coordinator & facilitator of the 2010 EXCEL.

City Planning & Development Officer Evangeline Alo and City Councilor Vincent Marie Roa received the EXCEL Awards on behalf of the City of Victorias.

Victorias City Civil Registrar's Office Celebrates Civil Registration Month

In line with the Civil Registration Month Celebration in February, the Civil Registrar’s Office of Victorias City conducted different activities such as an annual mobile registration to several remote barangays and free issuance of civil registry documents.

A total of 598 applicants for delayed registration of civil registry documents such as birth, marriage and death, were from Hda. Gaston, Brgy. VIII (238 applicants) on Feb. 12 ; Hda. Ideal, Brgy. XIII (72 applicants) on Feb. 19 ; and Hda. Nena, Brgy. XIV (288 applicants) on Feb. 26.

To mark the month-long celebration was the free issuance of civil registry documents that benefited 150 applicants last Feb. 27.

This activity started after the approval of City Ordinance No. 1 series of 2006, authorizing the city civil registry to issue certified copy / transcript of civil registry documents free of charge every 27th day of February and after the memorandum issued by Mayor Severo Palanca, granting the request for the Office to render overtime service.

“This is one of the activities re- commended by the National Statistics Office to be undertaken by local civil registrars”, City Civil Registrar Julie Ann Roa said.

It was held every Feb. 27 because during the same day, way back in 1931, when R.A. 3753 or the Civil Registration Law was approved.

They also conducted several information dissemination drives on the important rules in civil registration.

The Civil Registrar’s Office of Victorias City implemented the use of the revised Municipal Form January 2007 which was effective on April 1, after conducting an orientation on the proper filling up of documents to midwives of the City Health Office.

2nd Festival Costume Parade & Competition 2011

Inviting all to come and be part of the
2nd Victorias City Festival Costume Parade.

GUIDELINES:
1. This competition is open to both male/female/children not below 10 years old, residents or non residents of Victorias City.

2. Contestants must register at the Public Affairs & Information Office not later than March 15. Walk in entries will no longer be entertained. Only fifty (50) registered participants will be accommodated.

3. Each contestant is expected to be in their best, colorful, authentic festival costume and must prepare a spiel for self introduction and a dance routine best suited for the costume they are wearing of not more than thirty (30) seconds.

4. After individual presentation and from the total number of entries, contestants will be narrowed down to ten (10).

5. Each of the contestants will be given another slot for performance in order to determine the top three (3) major winners.

6. Body Painting is allowed in the contest provided that the design should not be offensive to the audience.

7. Be at the cityhall lobby before 4:00 pm as parade will start on time.

Vice Mayor Implements Wellness Program For Progress For 2011

Vice Mayor Wantan Palanca together with the city government of Victorias has set and implemented Wellness Program for Progress (WPP) to cater the basic needs of the residents of Victorias.

“Ang programa sang WPP, ginatinguhaan nga tanan kita nga Victoriahanon makaangkon sang mayo nga health / housing, obra, pagkaon, kag edukasyon”, Vice Mayor Palanca said.

The vice mayor reiterated the acronym “HOPE” which stands for “Health / Housing, Obra, Pagkaon, Edukasyon”, as the needs that the WPP will address for the benefit o the people of the city.

The WPP team has conducted free flu vaccination to 3,600 beneficiaries last Feb. 8 and a feeding program to preschoolers and children in all barangays last Feb. 15.

Training on meat processing, massage and haircut and vegetarian lecture, were conducted at the Victorias City’s Livelihood and Training Center last March 8 – 12.

Furthermore, medical and dental missions which include consultation, minor surgery (removal of cyst), circumcision, cataract screening , as well as feeding, haircut and distribution of eyeglasses and slippers were held at Don Alejandro Acuña Yap Quiña Arts and Cultural Center last March 12.

A total of 4,758 beneficiaries availed the services of Wellness Program Progress for that day, based on the report of city’s Nutritional Staff Deolita Suarez.

This coming May, the PRC Professional License Processing and Renewal will take place and details will be given out after everything has been finalized.

Texters Dominate Game One Against Beermen in Victorias

PBA fans packed the Victorias City Sports and Amusement Center for the Game One of the PBA Philippine Cup best-of-seven series as Talk ‘n Text won over San Miguel Beer with a score of 91-82 last January 22.

The basketball aficionados witnessed how the top two teams battled on court as the Texters trailed the Beerman in the first three quarters , 19-20, 44-46, 67-68, and dominated the fourth quarter.

In the end, the Texters outscored the Beermen and have advanced one game on its credit entering Game Two of the series.

It was only once in the last five years that these teams meet in the finals and it was during the 2005 Fiesta Conference when the Beermen outlasted the Tropang Texters, 4–1.

Victorias City Sports and Amusement Complex, has been a venue of the PBA games for many years and still continues in being the center for sports in Negros.

At present, the Complex is equipped with an Olympic standard swimming pool and a 12-lane bowling center with other amenities for sports and recreation.

ALAY PAMASKO BENEFITS 5000 INDIGENTS

As early as seven in the morning , over five thousand indigent families trooped to the city public plaza December 8 to receive the Christmas Package offered by the city government of Victorias.

These beneficiaries came from 26 barangays of the city who were identified by their respective barangay captains as the poorest of the poor families.

Games and entertainment were prepared for them as they waited for their “pamaskos” to be distributed.

Mayor Palanca in his speech was very emotional when he said that his happiness is immeasurable to see people around the plaza. “ I am happy but I am sad to see that there are still many Victoriahanons who are within the threshold of poverty. However, the little something that the city offers is one way of easing the burden of your families during this Christmas season’, he said.

Third district Representative Albee Benitez also graced the occasion and pledged to his constituents that he will be at his best to alleviate the quality of lives of the people. by: Joy P. Famini
