Victorias earns Regional EXCELL Awards for Social Services

The City oif Victorias recently earned the distinction of winning the third slot in the Regional EXCELL Awards for the Social Services Category in the awarding ceremony held at the iloilo Grand Hotel on December 15.

The Excellence in the Local Governance Award (EXCELL Awards), now on its second year is an initiative of the Deapartment of Interior and Local Governance region VI (DILG VI) to recognize and acknowledge Local Government Units (LGUs) that have demonstrated outstanding accomplishments in local legislation; administrative governance, social services, economic development and environmental management.

The city's qualification to the regional competition followed after making it to the top 5 in the Provincial EXCELL awards. Last October 13, a team of evaluators representing different regional offices visited the city to conduct series of evaluations on the performance of the state of local governance.

From the 13 component cities in the province of Negros Occidental five competed against four highly urbanized cities in Region VI. These are the cities of San Carlos, Kabankalan, Victorias, Sagay, Bago, Bacolod, Iloilo, Passi and Roxas.

Vice Mayor Francis Frederick Palanca, Executive Assistant to the Mayor Vincent Marie Roa, CPDO Head Evangeline Alo and LGOOO J Dignadice represented and received the award on behalf of the city government.

Incumbnent Officials Seek Re-election Three More Join LAKAS-KAMPI-CMD

Incumbent City Officials of Victorias headed by Mayor Severo A.Palanca and Vice Mayor francis Frederick Palanca along with seven members of the Sangguniang Panlungsod officially filed their Certificate of Candidates (COCs) at the Office of Commission on Election (COMELEC) Victorias November 26.

The seven Sangguniang Panlungsod members who have sought reelection under the LAKAS-KAMPI CMD chaired by the City Mayor are Teresita "Nitty" Bartolome, Audie Malaga, Rene Imperial, Jerry Jover, Mark Palanca, Joseph Andrei Garcia and Dexter Senido.

Meanwhile, completing the team of the administration party for the city council are Vincent Marie Roa, DOnny Galinato and Daniel Tornea. All three were once Sangguniang Panlungsod Members who have completed their three terms as city councilors in 2007.

The filing of Certificate of Canidates was well supported by the presence of the Association of Barangay Captains (ABC) leaders and supporters.

Jinggoy Visits Victorias, Turns Over Firetruck

Sen. Jinggoy Estrada recently visited Victorias for tunr-over ceremony of one unit fire truck acquired by the city from the Department of Interior & Local Government or DILG.

The fire truck, which too over a year since its requisition was made possible through the efforts of Sen. Estrada and Albee Benitez, BBB Foundation President.

In the ceremonial turn-over, held last November 25, Estrada said "fire truck was originally intended for the province of aklan but Albee is a very good friend and I cannot say no to his request so I asked DiLG to make some arrangements and prioritize Victorias instead.

The ceremony wich was attended by City Government Officials, and barangay captains and members of academe was also graced by ASEC Brian Yamsuan - DILG Assistant Secretary; c/SUPT Ma. Sofia Mendoza - Regional Director R-6 & c/Insp Fred Trajeras Provincial Fire Marshal.

City Launches Citizen's Charter Handbook

The Victorias City Citizen’s Charter was officialy launched October 30 at the Victorias City Sports and Amusement Center which coincided with the culmination of Civil Service Month.

The Affair was attended by the Provincial officials headed by DILG officials and Civil Service Commission (CSC) Provincial Directors Ma. Joy Maredith Madayag and Fernando Mendoza respectively, Vice Mayor Francis Frederick Palanca and the members of the Sangguniang Panlungsod, Department Heads, City Development Council composed of Non-Government Organizations' and People's Organization, Barangay Captains and City Employees.

The Victorias City Citizen's Charter was formulated and finalized in compliance with the provision of R.A. 9485 known as Anti-Red Tape Act of 2007 which aims to inmprove the delivery of government service to the public by minimizing if not totally eradicating bureaucratic red tape Evangeline Alo, City Planning Development officer together with J Dignadice, local government Operation Officer IV headed task force on the formulation of the Citizens Charter. Hon. Severo A. Palanca, City Mayor signed Executive Order No. 25-A, series of 2009, ordering the promulgation of the Citizen's Charter and mandating its pilot implementation.

As such, the launching of the Citizen Charter is vital to highlight its key accomplishment. Its main objectives are: to create awareness for key stakeholders regarding the existence of the Victorias City Citizen's Charter through a launching activity; to enhance the commitment of frontline agencies to deliver the service standards set in the Citizen's Charter; tyo reproduce the Victorias City Citizen's Charter for distribution to offices/departments and key stakeholders

Children's Congress Ends

The Children's Congress spearhead by the City Social Welfare and Development Office culminated at Ceferina Beach Resort on October 29, with the theme "Proteksyon ng Bata, Pananagutan ng Bansa", the congress is aimed at bringing awareness to the comunity and actively respond to children's right and gives recognition to the role of nurturing family and a nation providing a productive and well-developed child.

Various activities were held during the congress. Among them were: Playground Demonstration participated by Pre-school children coming from 41 Daycare Centers; On the Spot Drawing Contest and Quiz Bee which recognizes six Pre-school Children who stood out in back to back contest held at Barangay 5 Day Care Center last October 16. Proclaimed winners of the On the Spot Drawing Contests were : John Jose Barrera- Barangay 1, 1st Place, Roy Vincent Anas-Barangay18-A, 2nd place and Joejeper inumerables - Barangay 19-A(Pusod), 3rd Place while Quiz Bee winners were Zandro Hechanova-Barangay 1, 1st place Vinyl Ghym Padilla - Barangay 18-A, 2nd place and Axle Iglesia - barangay 10 (Hda. Mimi), 3rd place.

The winners of the contest will represent Victorias in the Provincial Children's Congress to be held in Bacolod City.

DA 6 Conducts F.I.E.L.D.S. CLINIC & VET Medical Mission

The Department of Agriculture VI (DA VI) through Regional Agriculture and Fisheries Information Division (RAFID) incoordination with Victorias City Agriculture Office conducted a F.I.E.L.D.S. (Fertilizer, Irrigation, Evaluation & Extension, Loans & Microfinance, Dryers & other Infrastructures and Seeds & Stocks) Clinic to 150 farmers of different agricultural barangays in the City.

This activity was adopted by Department of Agriculture as a new direction for a more aggressive and energized agri-business agenda which aims to increase farmers' productivity and profitability in the countryside.

According to Juvy Silario, RAFID VI head, cliniquing will create awareness among farmers and other agricultural stakeholders on the different areas of agricultural concern.

On the other hand, a veterinary medical mission was also administered by the team to Barangays X and XIV of this city.

Deworming, Vitamin supplementation and vaccination were provided to 551 livestock and poultry animals of 141 farmers in those barangays.

COA Reinstitutes Pre-Audit

The commision on Audit or COA recently reinstituted the implementation of the PRE-AUDIT System on government transactions.

COA Circular No. 2009-002 states that the rising incidents of anomalies such as graft and corruption, irregular and illegal expenditures and wasteful and annomalous disbursements reported are among the reasons for the adoption of such measure which is necessary and appropriate to correct the deficiency.

Pre-Audit is further defined as the examination of documents supporting certain transactions before they are paid for and recorded. It shall determine that the proposed expenditure is for a purpose in compliance with the appropriation law, other specific statutory authority and regulations; assure that sufficient funds are available to enable payment of the claim; initially determine that theproposed expenditure is not illegal, irregular, extravagant, excessive, unconscionable or unnecessary; and determine that the transaction is approved by proper authority and duly supported by authentic underlying evidences.

With the issuance of COA Circular No. 2009-002 disallowances and any other forms of anomalous transactions will be minimized.
