“Tapat
na Serbisyo Alay Ko, Dahil Lingkod Bayani Ako” is this year’s theme for the month-long
celebration of the Philippine Civil Service Anniversary marking its 114th
year as the stronghold of good governance and national development since the
enhancement of Public Law No. 5, “An Act for the Establishment and Maintenance
of Our Efficient and Honest Civil Service in the Philippine Island”, on
September 19, 1900.
This
year’s theme as stated in Civil Service Memorandum Circular No. 6, series of
2014, aims to promote, showcase and celebrate heroism in public service and it
also serves to encourage and inspire state workers in their journey as servant
heroes or lingkod-bayani.
In line with
this, various activities were undertaken by the City Government of Victorias to
actively join in the anniversary celebration.
The opening was simultaneous
with the flag-raising ceremony with councilors Vincent Marie Roa, Ronilo Sarito
and Sulpicio Montinola Jr. who led the prayer, Panunumpa sa Katungkulan and the national prayer for peace with Mayor
Francis Frederick Palanca who gave the inspirational message last Sept. 1.
On
Sept. 5, the sports festival opened with a fun run in the morning at 6am and
the ceremonial opening program at 4pm at the Don
Alejandro Acuña Yap Quiña Arts and Cultural Center with the lighting of the urn
by Councilor Dexter Senido, Oath of Sportsmanship led by Councilor Teodoro
Panisales while Vice Mayor Jerry Jover declared the sports festival, open.
Joanna Mae Olvido of the City Health Office representing the Red Team
was named Miss Sportsfest 2014 while Reynalyn Jacildo of the Barangay
Operations Section, Royal Blue Team and Rhea Deliron of the CDRRMC, Pink Team
emerged as first and second runners-up, respectively.
An “Orientation - Seminar on
Civil Service Rules and Laws and Office Rules and Regulations for New Entrants”,
to strengthen the ethical values of the 33 newly-hired city employees, was
conducted on Sept. 18.
Supervising Personnel Specialist of the Civil Service Commission –
Provincial Field Office No. 6 Bethoven Tiano was the resource speaker.
The month-long celebration culminated
at the Victorias City Resort last Sept. 30.
City Administrator Paul Ricardo Palanca gave a message to city
employees and encouraged them to have fun and enjoy bonding with their
co-employees in celebration of the 114th Philippine Civil Service Anniversary.
The “Search for Victorias City
Employees Gandang Hari 2014”
highlighted the closing program with seven male city employees representing
each team who competed for the Best in Production Number, Best in Swimwear and
Best in Talent categories much to the delight of the audience.

Team bested six other contestants as Gandang
Hari 2014 while Jade Bingcang of the Tangerine Team was the first runner-up
, also bagged the Best in Swimwear Award and Jakens Chan of the Pink Team was
second runner-up and awarded as Best in Production Number.
John Francis Reyes of the Green
Team was awarded as Best in Talent.
All contestants received cash prizes and gift packs.
